Mainland Finland remains under Veikkaus Oy’s exclusive-right model until 30 June 2027. Licence applications under the new Gambling Act opened in March 2026, but licensed competitive operations cannot begin before 1 July 2027. Åland remains a separate self-governing jurisdiction where Paf operates under Åland law.
